In the Wake of Prime Travel Protection

I just read an article that was published today on Sun-Sentinel.com that covers recent action against several travel agencies in Florida by the Florida Department of Insurance. Some of the charges include selling unauthorized policies and not being properly licensed with the State Insurance Department. The article indicates:

The majority of states now have licensing or regulations regarding travel insurance sales, some requiring testing or fingerprinting, according to society officials.

The use of the word “now” is somewhat misleading. Insurance licensing laws for travel insurance and travel agents/agencies have been around almost since licensing was first introduced in the first half of the 20th Century. It is my understanding that 48 out of 52 jurisdictions(states and territories) require travel agents/agencies to be licensed and have required them to be licensed for at least the past half century.
